What the Ukraine pension calculator shows
This calculator answers the two questions people ask most about Ukraine's state pension: when exactly you get the right to an old-age pension, and how much it pays each month. You enter your sex, month and year of birth, your insurance record today and your salary coefficient Kz, and the calculator runs through the rules of Law No. 1058-IV "On Mandatory State Pension Insurance": the year-by-year record requirements, the minimum and maximum pension, the bonus for retiring later and the supplement for extra record.
The headline is "Old-age pension per month, in 2026 prices": what the state would pay if the 2026 rules and parameters still applied in the year you retire, so you can compare it with your spending today without guessing future inflation or parameters. Below the headline the calculator shows the month and age of retirement, your record at that point, the formula amount and every top-up added to it.
At 30 or 40 it shows how wide the gap between the state pension and the income you want will be; closer to 60 it shows what one or two more years of work add. It suits anyone with a Ukrainian insurance record, in Ukraine or abroad. Everything runs in your browser, and nothing you enter is sent anywhere.

How to use the calculator
The fields in the Your numbers panel come in this order.
- Sex. Ages and record requirements are the same for men and women; sex only sets full record, 35 years for men and 30 for women, which drives the minimum pension, the extra-record supplement and the top-up groups.
- Month and year of birth. Dates start from January 1962: anyone born earlier turned 60 before 2022.
- Insurance record today, in years and months. Enter the full months with ESV (the single social contribution) paid, plus your work-record-book service before 2004. The best source is the OK-5 statement. If you do not have it to hand, the link Count your service from job dates under the field opens the work tenure calculator, which adds up periods from start and end dates.
- I will keep paying ESV every month until I retire. Ticked, each month from today adds a month of record. Untick it if you no longer work on the books: your record then stays as it is.
- Salary coefficient. I know my Kz opens a Kz field from 0.1 to 10 with typical values: ≈ Minimum wage (0.4), Average (1.0), One and a half (1.5) and Double (2.0). Estimate from 2025 salary asks instead for your average monthly salary in 2025 before tax and divides it by the 2025 average salary indicator.
- Monthly income you want in retirement, in today's prices, used only for the comparison.
Under More options, When to retire switches between As early as possible and At a chosen age; the second adds a Retirement age field from 60 to 70. The How it's calculated note there gives the date the rules are current to and the 2026 parameters.
Reading the results
The headline is the monthly pension rounded to the hryvnia, with "Retirement: month, at age" under it. The bar splits the income you want into State pension and Left to cover.
Up to four figures follow: Retirement, Insurance record at retirement with Ks, By the formula Zs × Kz × Ks to the kopeck, then the first non-zero one of Bonus for retiring later, Top-up to the minimum pension, Supplement for extra record and Left to cover each month.
Notes explain special cases such as no right yet, a pension raised to the minimum, the cap or a government top-up. The Chart tab shows the pension by retirement age from the earliest age to 70, with a line for the income you want; the Year by year tab gives the same numbers as a table: age, month, record, Ks, pension and the difference from what you want.
Pin to compare keeps the current case, such as retiring at 60, to compare with retiring at 63. PDF saves a report and Reset restores the defaults. On phones the results sit in a bar at the bottom; Details opens the figures.
The old-age pension formula: Zs, Kz and Ks
Under article 27 of Law No. 1058-IV, the old-age pension equals the salary the pension is calculated from, times the insurance record coefficient. That salary, in turn, is the national average salary times your Kz (article 40). Together they make a formula of three numbers.
Pension = Zs × Kz × Ks
Ks = months of insurance record × 1% ÷ 12
Zs 2026 = (14,308.46 + 17,486.60 + 20,653.55) ÷ 3 = UAH 17,482.87Zs is the average salary in Ukraine on which contributions were paid, over the three calendar years before the year of the award. Pensions granted in 2026 use the Pension Fund's indicators for 2023, 2024 and 2025. The 2025 indicator of UAH 20,653.55 was published on 26 January 2026 (PFU, average salary indicator for 2025). The three-year mean is UAH 17,482.87.
Kz is your individual salary coefficient: how your pay compared with the national average across every month since 1 July 2000. More on it below.
Ks is the insurance record coefficient. Under article 25, each year of record is worth 1%; the coefficient is counted in months and rounded to five decimal places. 35 years is 420 months and Ks 0.35; 28 years and 5 months is 341 months and Ks 0.28417.
So a person with Kz 1.0 and 35 years of record gets 17,482.87 × 1.0 × 0.35 = UAH 6,119.00. At Kz 1.0, each extra year of record adds 1% of Zs, about UAH 174.83 a month; with 35 years, each 0.1 of Kz adds about UAH 611.90.
The calculator counts record up to the month before you apply, as the Pension Fund does under its procedure for submitting documents (PFU board resolution No. 22-1), and works every amount to the kopeck.
How much insurance record you need: 2026, 2027 and from 2028
The right to an old-age pension combines age and insurance record. Article 26 of Law No. 1058-IV sets three age thresholds, 60, 63 and 65, each with its own record requirement, rising every year until 2028.
| Year you reach the age | 60 | 63 | 65 |
|---|---|---|---|
| 2024 | 31 years or more | 21–31 years | 15–21 years |
| 2025 | 32 years or more | 22–32 years | 15–22 years |
| 2026 | 33 years or more | 23–33 years | 15–23 years |
| 2027 | 34 years or more | 24–34 years | 15–24 years |
| From 2028 | 35 years or more | 25–35 years | 15–25 years |
The key rule is part 4 of article 26: the record that gives the right is checked on the date you reach the relevant age, and does not depend on your record on the date you apply. Two things follow.
First, the year of your birthday fixes the requirement: turning 60 in 2026 means 33 years, in 2027 it means 34.
Second, missing record can be earned later. If you have 32 years and 6 months on your 60th birthday and need 33, the pension is granted as soon as you reach those 33 years, even if that happens in 2027 or 2028, when newcomers need more. The calculator compares every path, retiring at 60 after earning the missing months, at 63, at 65 or under the 40-year rule, and shows the earliest month. With the ESV box unticked there is nothing more to earn, so the right arises only when your current record meets an age threshold.
The 40-year rule. From 1 January 2028, 40 or more calendar years of insurance record give the old-age pension regardless of age (article 26 part 5): someone who started at 18 and paid contributions without a break could retire at 58. The calculator applies it and says so.
If even at 65 the record is under 15 years, there is no right to an old-age pension. The calculator shows No right yet and how many months of contributions are missing.
The salary coefficient Kz: what raises and lowers it
Kz is the least known and most important number in the formula. The Pension Fund calculates it (article 40 of Law No. 1058-IV): for each month of insurance record since 1 July 2000, the salary on which contributions were paid is divided by the national average salary for that month. The monthly ratios are then added up and divided by the number of months. If you always earned exactly the average, Kz is 1.0; twice the average gives 2.0.
Kz = (Zp1 ÷ Zs1 + Zp2 ÷ Zs2 + … + Zpn ÷ Zsn) ÷ nHere Zp is your salary for a month, Zs the national average for the same month and n the number of months.
On application, the same article lets you:
- add the salary for any 60 consecutive months before 30 June 2000, with supporting documents, which helps if you earned relatively more before 2000;
- leave out up to 60 months of record, as long as they make up no more than 10% of it, to drop low-paid years;
- leave out certain other periods, such as conscript service, study or childcare up to age three, on the terms set in that article.
The calculator takes a ready Kz and does not apply these choices.
What lowers Kz: years on an official minimum wage while the real pay was higher, self-employment with the minimum ESV, part-time work. If you paid ESV on the minimum wage for years, your Kz is close to 0.4: the 2026 minimum wage of UAH 8,647 (State Budget Law for 2026, article 8) is roughly two fifths of the average. What raises it: declared pay above the average, kept up for many years.
| Typical value | Kz | Formula, 35 years | Pension |
|---|---|---|---|
| ≈ Minimum wage | 0.4 | UAH 2,447.60 | UAH 2,595.00 (minimum) |
| Average | 1.0 | UAH 6,119.00 | UAH 6,119.00 |
| One and a half | 1.5 | UAH 9,178.51 | UAH 9,178.51 |
| Double | 2.0 | UAH 12,238.01 | UAH 12,238.01 |
No Pension Fund document prints Kz as one number, but the OK-5 statement lists earnings by month. Estimate from 2025 salary gives a quick, rough value from one year: UAH 20,000 a month divided by UAH 20,653.55 gives Kz ≈ 0.97. Your real Kz averages every year since 2000, so if your pay changed a lot, the result can differ. Enter the salary before tax; to get from take-home pay to gross pay, use the Ukrainian salary calculator.
Minimum and maximum pension in 2026
The formula can give a very small or a very large amount, so the law limits it on both sides. All figures below are for 2026: the subsistence minimum for people unable to work is UAH 2,595 and the minimum wage UAH 8,647 (Law No. 4695-IX, articles 7 and 8).
| What | Amount in 2026 | Basis |
|---|---|---|
| Minimum with full record, before 65 | UAH 2,595 | art. 28, part 1 |
| Minimum with full record, from 65 | UAH 3,458.80 | art. 28, part 2 |
| Minimum with shorter record, from 65 only | proportional, UAH 1,853.57 for 25 years | art. 28, part 3 |
| Supplement per year above full record | 1% of the pension, at most UAH 25.95 | art. 28, part 1 |
| Maximum pension with all top-ups | UAH 25,950 | art. 27, part 3 |
Full record is 35 years for men and 30 for women. With it the minimum pension equals the subsistence minimum, UAH 2,595. When a person with full record turns 65, the minimum rises to 40% of the minimum wage, but not below the subsistence minimum: 0.4 × 8,647 = UAH 3,458.80. If the formula gives less, the Pension Fund pays the difference, shown as Top-up to the minimum pension.
Shorter record gives a proportional minimum: UAH 2,595 × your record ÷ full record. For a man with 25 years that is 2,595 × 25 ÷ 35 = UAH 1,853.57. For pensions granted after 1 January 2018, though, this minimum is paid only from age 65. Before 65 the person gets the formula amount, even if it is lower, and may instead qualify for state social assistance to low-income families (article 28 part 3). The calculator says from what age the minimum applies.
The minimum pension is a guarantee, not a target. If the formula gives UAH 2,447.60 and the minimum is UAH 2,595, you get UAH 2,595, and extra pay in the past barely matters until the formula passes the minimum. For people with a low Kz, the state pension hardly depends on how much they earned.
The maximum pension is ten subsistence minimums for people unable to work, including every supplement, increase, indexation and top-up: UAH 25,950 in 2026. The calculator applies the cap after all top-ups and shows a note when it cuts the pension.
Retiring later: the deferral bonus and extra record
You do not have to claim the pension in the month the right arises. If you keep working and paying ESV, retiring later raises the pension in three ways: a larger Ks, the deferral bonus and the supplement for extra record.
The deferral bonus. Under article 29 of Law No. 1058-IV, the formula pension is raised by 0.5% for each full month of insurance record after reaching pension age if the deferral lasts up to 60 months, and by 0.75% per month if it lasts longer. The Pension Fund applies 0.75% to every month of the deferral, not only to those beyond 60: a six-year deferral of 72 months raises the basic pension by 54%, 72 × 0.75% (PFU, 22 February 2024). The calculator does the same.
Bonus = formula pension × 0.5% × n, if n ≤ 60
Bonus = formula pension × 0.75% × n, if n is over 60Here n is the number of full months of insurance record after the month the right arose; a partial month earns nothing. The rule creates a jump between 60 and 61 months: 60 months give +30%, 61 give +45.75%.
The supplement for extra record. Each full year of record above 35 years for men or 30 for women adds 1% of the formula pension, but no more than 1% of the minimum pension, that is UAH 25.95 in 2026. At Kz 1.0 with 35 years or more, 1% of the formula is above UAH 25.95, so in practice the supplement is UAH 25.95 a year.
Here is what each year of work adds for a man with Kz 1.0 who has exactly 35 years of record on his 60th birthday and keeps paying ESV every month:
| Retirement age | Record | Deferral months | Bonus | Pension |
|---|---|---|---|---|
| 60 | 35 years | 0 | 0% | UAH 6,119.00 |
| 61 | 36 years | 11 | 5.5% | UAH 6,665.94 |
| 62 | 37 years | 23 | 11.5% | UAH 7,264.46 |
| 63 | 38 years | 35 | 17.5% | UAH 7,883.95 |
| 65 | 40 years | 59 | 29.5% | UAH 9,185.88 |
| 66 | 41 years | 71 | 53.25% | UAH 11,140.63 |
One year of work after 60 adds UAH 546.94 a month here: UAH 174.83 from the larger Ks, UAH 346.16 from the 5.5% bonus and UAH 25.95 from the extra-record supplement. The year after 65, when the deferral passes 60 months, adds almost UAH 2,000.
Why one year counts as 11 months, not 12. The calculator counts deferral from the month after the right arose up to the month before you apply, just like the record itself, so retiring exactly a year after your 60th birthday gives 11 months and +5.5%. The Pension Fund's explainer illustrates a year of deferral as 0.5% × 12 = 6% and says a deferred pension is usually granted from the first day of the month you apply. The law does not say whether the application month itself counts, so the real bonus may be 0.5% higher than the calculator shows.
Two more cautious assumptions. If the right came after your 60th birthday because record was short, deferral counts only from the month after the right arose: article 29 speaks of a person who has acquired the right, and the Pension Fund has published nothing on this case. And with the ESV box unticked there are no deferral months, so retiring later adds nothing; the calculator warns you.
Once you are already a pensioner and keep working, a different mechanism applies, the recalculation under article 42 part 4: after at least 24 months of new record, the pension is recalculated from the same salary it was first calculated from, and from 1 April the Pension Fund does this automatically for those entitled on 1 March. The calculator does not model it, because it needs data from your pension file.
2026 top-ups and indexation
Government decisions also shape what a pensioner receives. In 2026 that is Cabinet of Ministers resolution No. 236 of 25 February 2026, in force from 1 March 2026.
Indexation. From 1 March, pensions already granted are recalculated by raising the Zs they were calculated from. In 2026 the coefficient was 1.121. An increase was at least UAH 100, with exceptions, and at most UAH 2,595. Indexation does not change a new pension, which the calculator works out from the 2026 Zs.
Monthly top-ups. The resolution sets several levels a pension is brought up to when it falls short:
| Pensioner group | Topped up to | Must the person not be working? |
|---|---|---|
| 65 and over, full record | UAH 4,213 | yes; if working, from the day after leaving work |
| 80 and over, at least 25 years (men) or 20 (women) | UAH 4,213 | not mentioned |
| 70 to 80, full record | UAH 4,050 | no, but excludes the first row |
| Under 70, full record | UAH 3,725 | no, but excludes the first row |
| Other pensioners | UAH 3,406 | yes |
For the group aged 65 and over with full record, only the pension under articles 27 and 28 is compared with the level; for the other groups, all pension payments including supplements. The calculator picks your group from your age at retirement and your record, assuming you stop working when you retire, and shows a note with the level and the approximate top-up. It does not add it to the headline: the resolution covers one year and next year's levels may differ. The top-up in proportion to record, from UAH 4,050, for people aged 70 to 80 with less than full record is not calculated.
Worked examples
The examples below are chosen so the result does not depend on today's date: in each, the record is already complete and I will keep paying ESV every month until I retire is unticked. The month of birth is January 1970 and the income you want is the default UAH 20,000.
Example 1: 35 years of record, Kz 1.0, a man and a woman
Given: a man born in January 1970 with 35 years of insurance record who always earned the national average. Then the same numbers for a woman.
Steps:
- Choose Male, set the month of birth to January 1970 and enter 35 years and 0 months in Insurance record today.
- Untick I will keep paying ESV every month until I retire.
- Keep I know my Kz and tap Average (1.0).
- Press Pin to compare, then switch Sex to Female.
Result: at 60, in January 2030, 35 years of record are required, and he has exactly that. Insurance record at retirement is 35 years with Ks 0.35, and By the formula Zs × Kz × Ks is UAH 6,119.00. The man's pension is UAH 6,119, Left to cover each month is UAH 13,881.00, and the state pension covers 30.5% of the income he wants.
For a woman, full record is 30 years, so the 5 years above it bring a Supplement for extra record of 5 × 25.95 = UAH 129.75. Her pension is UAH 6,248.75 (rounded to UAH 6,249 in the headline), UAH 129.75 more than the pinned case of the man.
Example 2: 25 years of record, a pension only at 63
Given: a man born in January 1970 with 25 years of record who no longer works on the books, Kz 1.0.
Steps:
- Enter the sex, month of birth and 25 years of record.
- Untick I will keep paying ESV every month until I retire.
- Keep Kz at 1.0.
Result: at 60, in 2030, 35 years are required and he does not have them. For 63, reached in 2033, the requirement is 25 years, so the right arises in January 2033, at 63. Insurance record at retirement is 25 years, Ks 0.25, and the formula pension is UAH 4,370.72.
A note explains that with 25 years of record the minimum pension is UAH 1,853.57 but is paid only from 65. It does not matter here, because the formula gives more. Left to cover is UAH 15,629.28 a month, and the pension covers 21.8% of what he wants. If you tick the ESV box, 63 stays the earliest age, but the record grows until then, so the pension is higher; the exact amount depends on today's date.
Example 3: Kz 0.4, a top-up to the minimum pension
Given: a man born in January 1970 with 35 years of record who paid ESV on roughly the minimum wage throughout.
Steps:
- Enter the sex, month of birth and 35 years of record, and untick the ESV box.
- Tap ≈ Minimum wage (0.4).
Result: the formula gives 17,482.87 × 0.4 × 0.35 = UAH 2,447.60. That is below the minimum pension for full record, so the Pension Fund adds a Top-up to the minimum pension of UAH 147.40, and the pension is UAH 2,595.00.
The notes add two more numbers. From 65 the minimum, and the pension with it, rises to UAH 3,458.80. And under resolution No. 236, pensioners under 70 with full record have their payments brought up to UAH 3,725, about UAH 1,130 a month more at today's amounts, which the headline leaves out.
Compare the first and third examples: the same record, but a 2.5-fold difference in Kz gives a 2.4-fold difference in the pension.
The gap between the pension and your spending
Ukraine's state pension replaces only part of an income: in the first example, UAH 6,119 against the UAH 20,000 wanted, less than a third. Enter the income you want in today's prices, and the calculator shows the share the state covers, Left to cover each month, and a target line on the chart showing from what retirement age, if any, the pension gets close to it.
Under the gap note, the calculator offers three ways to close it:
- the FIRE calculator works out the capital you could live off by withdrawing a share each year, and how long it takes to build;
- the investment goal calculator shows how much to invest each month to reach a sum by a given age;
- Krokfolio builds a retirement plan from your own assets, income and life events, also entirely in your browser.
You can size the gap yourself, too. A gap of UAH 13,881 a month is UAH 166,572 a year. Withdrawing 4% of capital a year, you would need about UAH 4.16 million; at 3%, about UAH 5.55 million, all in today's prices. Where the 4% rule comes from and why the rate deserves care is explained in the article on how to estimate the capital you need and the time to financial independence.
A few habits keep the numbers honest:
- Think in today's money. Enter the income you want at today's prices, like the pension. The article what inflation is and why money loses value explains the erosion, and the inflation impact calculator puts numbers on it.
- Start early. Over a long horizon the monthly amount is far smaller thanks to compound interest.
- Count real income from capital. Interest, dividends and rent come with taxes, costs and risks; the article on passive income payouts, costs and risks shows how to account for them.
The state pension is a foundation, not a plan. The calculator shows how far the foundation reaches; the rest of the plan is yours to build.
What the calculator leaves out, and common mistakes
The calculator covers the old-age pension for an ordinary working career. It does not cover:
- special-law, disability, survivor, long-service and preferential pensions;
- military, Chornobyl and other preferential service, or periods of work in other countries (article 26-1);
- the Kz choices: adding 60 months before July 2000 and leaving out low-paid months;
- the part of a pension under the earlier legislation (article 27 part 2);
- months with less than the minimum contribution: under article 24 they count only as a fraction of a month, while the calculator takes whole months;
- the recalculation for working pensioners, future indexation and future top-ups, or taxes and deductions.
The 2026 parameters change on 1 January 2027; the date of the rules is in the How it's calculated note.
Common mistakes when people estimate the pension themselves:
- Mixing up work service and insurance record. Since 2004, record means months with ESV paid at no less than the minimum contribution, which in 2026 is 22% of UAH 8,647, or UAH 1,902.34. Years paid cash in hand or without contributions do not count, even if you worked.
- Setting Kz from the latest salary. Kz averages every year since 2000. A high salary for the last five years changes little after twenty years on the minimum.
- Entering take-home pay. Kz uses gross pay before tax, on which ESV was paid.
- Assuming 0.75% applies only beyond 60 months. The Pension Fund applies 0.75% to every month once the deferral exceeds 60 months, so 61 months give far more than 60.
- Adding the government top-up to the pension. Top-ups depend on work, age and all payments, and are set one year at a time; plan without them.
- Checking your record in the final year. Errors in the OK-5 statement are easier to fix early. How to get it from the Pension Fund's e-services portal is described in the article on pensions in Ukraine.
